He has graduated from the Faculty of Law and Administration at the University of Wrocław, he has obtained the PhD in law studies degree (doktor nauk prawnych) from The Institute of State and Law of the Polish Academy of Sciences, and the title of doktor habilitowany from The Institute of Law Studies of the Polish Academy of Sciences.
For many years he managed the Department of Administration Law and was a Dean of the Faculty at Podlaska Academy in Siedlce (currently Siedlce University of Natural Sciences and Humanities), Dean and Deputy Dean of the Faculty of Administration at the branch of Paweł Włodkowic University College in Płock.
He was the chief specialist at the Polish Ombudsman’s office and an expert at the Senate and Sejm. He is also a practicing attorney.
A co-author of textbooks on administration law, author and co-author of several monographs and various studies, advisor of hundreds of Master’s and Bachelor’s theses.
